Coates, who retains a place on the Football Association board, is expecting the subject to be raised at the Premier League's shareholders meeting on Thursday but is not prepared to allow Stoke to mark Thatcher's death before the game against Manchester United.
A lifelong Labour supporter, Coates is believed to be firmly against the notion of any tribute for the late Baroness, who died on Monday after suffering a stroke.
Reading FC said they would honour the victims of the Hillsborough disaster before their clash with Liverpool, but would not be commemorating Lady Thatcher.
The Football Association has decided not to mark the passing of the former Prime Minister with any tribute prior to the FA Cup semi-finals.
